[SEA] Telsiai Server is Available To All Saviors

Greetings, Saviors!

We made the decision to allow all players to play in the "Telsiai Server" due to sufficient server capacity.
As such, players will no longer see a message stating that 'Access to the Telsiai server is temporarily restricted for new players."
